Yeah, Angel is much too uptight to let go, like Spike Buffy and Faith - which is probably a good thing, I don't think Angel/us really on the loose would be a pleasant event. I imagine as Angelus he mostly enjoyed hurting people, so now he's feeling guilty about it and letting go is not an option because it would bring him too close to Angelus self indulging mindset.
just as I don't like Buffy with Angel the way I do with Spike That's the main aspect for me. I don't like the girly way Buffy acts with Angel.
